Private Circular.

It is proposed to form a Civil Service Association similar to that in the Straits Settlements, which has been recognised by the Government.

There would be an Annual Meeting to elvet an Executive Committee whose business would be to discuss questions affecting the Service and to take steps in connection therewith by representation to Government or otherwise.

An Annual Report of proceedings and Accounts would be published.

The Subscription would be very small, being required only for Printing, Stationery and Postage.

It is proposed in the first instance to confine Membership to Officers in the ordinary Civil Service appointed from Home and those in analogous posi- tions.

A meeting will be held shortly to make rules and elect a Committee.

All officers are now requested to notify as early as convenient to the undersigned their approval of or dissent from the above proposals and to pass this Circular on to any eligible officer who may not have received one.

Names may be sent in on one or more lists from each Department.
